820-3115 powers on then off

I've got this 820-3115 that she pressing the power button powers on then right off, but iff i hold the power button for 8 seconds says on and runs just fine.

Note: this machine did have a short to ground in the isl6259 and was replaced as well as some water damage around the smc area.
i also noticed that pp3v3_s4 is at 0.013v. not sure if this is the issue or not.

any ideas?

PPBUS_G3H stable??? Could be corrosion under SMC, inspect under microscope for water damage........

The usual symptom of a sense resistor problem around ISL6259. Check resistance between pins 17/18, 27/28
