820-3115 Green Light, no power/fan

I have a 2012 13" MacBook Pro
820-3115-B
Using genuine 85W charger.

Green Light

Rails prior are there and PPBUS_G3H is 12.56V

​​​​​​​Get to PP5V_SUS_FET (PP5V_SUS) and I measure 0.059V
I measure pins 1 and 2 on R7842 and I get 4.98 and 4.86 respectively.
I decided to check P5_3V3_SUS_EN (PM_SUS_EN) at pin 4 on U7940 and I get 0v

This is where I get lost and start to feel like I am chasing my tail.

Any help or "hints" would be great. NO liquid damage whatsoever to this board. It is the cleanest I have ever seen and upon disassembly, I can tell no one has ever been inside this machine.

I'll remeasure when I get back home from my real job (boo.) I'm sure I measured last night and I am sure the _L added to my confusion.

SMC_ADAPTER_EN @ R5085 PIN1 I have 0V.

R1800/01 both measure 3.3V (with appropriate drop through resistors)
C1802/03 Both measure 3.3V

It is brand new from Apple. I just bought it this week. 85w magsafe 1
Other boards and computers work just fine off to it

I fail to see why U2600 would matter if ADAPTER_EN is not there. Tried powering it up with a charged battery connected?

I will check it out with a battery connected and charger connected when I get back home.

I've never replaced an SMC, but pretty much have every other IC on the boards. If I had a working SMC (balled of course) it should fix the issue? Not sure if it is worth my time. I guess it would be a good test/experiment for my 1st SMC replacement...

Sounds good. I'll flux and heat it up (not to reflow, just to get the crap out)

I should remove the clear edge bonding, correct, even just for trying to clean under the chip?

I'll report back. hopefully with good news.
