820-3437 No Fan Spin (Liquid)

When unit came in the light on the charger was super dim...i always check in a black room. When i took apart the unit and pluged charger in to get voltages the light turned green then orange.

Some quick Readings
PPBUS_G3H = 8.58
PP3V42_G3H = 3.43
PP5V_S5 = 5.02
PP5V_S4RS3 = 0
PP3V3_S5 = 3.33

Smc area looks clean and really the board doesnt look like it took on much water.

Any pulses on PP5V_S4RS3?? May need oscilloscope or the led trick to catch the pulses........

PM_BATLOW_L, PM_SLP_SUS_L, SMC_ADAPTER_EN at least...
