820-2915 B Green light on charger no power on missing pp3v3_S5

hey guys working on 820-2915 B it does not turn on. gets green light on the charger. i checked some power rails pp3v3_s5 voltage is pulsing. took a look at u7201 and pin 12 SMC_PM_G2_EN is also pulsing. Here is the real question is it the smc pulsing the voltage or is there another signal causing the smc to pulse up and down.

Any other rails pulsing too? S5_PWRGD pulsing?

Yes Duke S5_PWRGD is pulsing as well

I asked more, read again...... Checked all rails for shorts?
