[SOLVED]820-3332-a orange light on charger not starting

Hi
My second apple board is a 820-3332-a that is not starting
i have green light and orange right after
in smc bypass mode is starting and enters in os
i have noticed that when battery is connected and i plug magsafe both fans are spinning but more like starting ,stopping and so on
i would appreciate any sugestion where to start.
There is no liquid spill and no corrosion, only dust on mb .

u are wright it is the power adapter.
i have used the original apple power adapter provided by owner.
it seems that they give-me the wrong adapter (a 45 watt one)
note to me NEVER TRUST THE OWNER :)
