820-2523 no video

Got a 820-2523 with no video, found there to be no power on the LCD_PWR_EN line. traced it back to the u9600 with no power the entire way. is the u9600 the only thing at this point that would be the culprit? or is something signaling the u9600 to put out LCD_PWR_EN?
If it is the u9600 should i try a reball first or should i replace it?

no external, no chime and no beeps when i put no memory in and the speaker im testing with a good. i think this thing has seen its last days... hahah
