First thing I would try is a known good power supply.

Same thing with new power supply ,i check PP3V3_S3_MINI ,PP1V5_S0_MINI no short on diode mode,so iMac works ok without wifi card turn on ,turn off is fine but when I put wifi card wont turn on (try another wifi card same)

I asked if the LEDs all turn off.
Checked for shorts on PP3V3_S3_MINI and PP1V5_S0_MINI with the card inserted?
