820-3024-B with dim green light

Hello everyone i got a macbook air a1370 820-3024 that came in with a dim green light and no power. During visual inspection i found that it was missing TPS51980. I replaced this chip and i still not getting the fan to spin. Could the isl be causing this issue? I checked my voltages and I'm getting the following

PPBUS_G3H 0.10v
PPDCIN_G3H 16.98v
PP3V42_G3H 0.25

Uhm 3V42 is the first thing you need. The TPS51980 missing could prove very fatal as there is nothing stopping the high side FETs from letting 12V from PPBUS onto 3V and 5V rails. I think this board will be a time waster.

will i be able to get pp3v42 without the tps51980? im thinking of removing that chip and focusing on the pp3v42 and then take it from there. Thanks!!!

Why would you remove that chip when you know it's going to send 12v down your 3.3 v and 5v rails?

No, you cannot remove a controller chip, it can destroy the board. I'm pretty sure this board is already fried to hell.
