820-00045 "12" RETINA NO CHIME NO VIDEO, PRESENT PPVCORE 1.7V

Hi,
I have above board , original issue was loading osx half way shutdown. some times not turning at all. but now no chime no video but all the power rails are present including ppvcore.

also
all_sys_pwrgd is 3.3v
pm_pch_pwrk is 3.3v

So greatful if you can give any any clue.

Also when i connect a mouse it lights up.

Try PRAM reset.
Look at mouse light if restarts, if chime is not present.

The usual 00045 problem. I have no idea what it is at this time.
