Check if all secondary coils pulse; maybe not from CPU.
ALL_SYS_PWRGD pulses too?

Use R5115/16 pads instead of power button.
Check signals reaction every time.

Try to start in SMC bypass also...

ALL_SYS_PWRGD - when i plug power cord pulses 3.4v twice then stops.

when i use R5115/16 pads ALL_SYS_PWRGD goes to 0.57v then back to 0v

pardon my stupidity, but i do not know how to start in SMC bypass :(

Press power button (or use R5115/16 pads instead), connect magsafe and mantain pressed 5-10s.
Google also knows that...

How about SMC bypass like was asked? Do this by disconnecting all power sources (Battery + Magsafe) and having the power button pressed (or with R5115/16) while plugging the charger in. Keep the button pressed until the device powers on, if it doesn't do that after 15 seconds you can give up because it should've started already. Make 100% Sure the power button (or eqv.) is pressed when any power source is applied or the SMC will be booted and you would need to disconnect all power again first
