turns on boots into OS but no image on screen.

pin 2= 0v
pin 3= 4.5v
pin 4= 1.5v
pin 5= 1.4v
pin 6=1.8v
pin 7= 2.5v
pin 8= 2.5v
pin 9= 1.8v
pin 10= 2.8v
pin 11= 0v
pin 12= 1.5v
pin 28= 5v
pin 29= 5v
pin 30= 5v

I can see the screen turn on but its in a blank state with no backlight.

You miss backlight too, not only image...

"pin 9= 1.8v"
eDP LCD sets normally 2.5V there.
However, check if DP_INT_HPD has 3V.
If not the screen is not recognized.

"pin 28= 5v
pin 29= 5v
pin 30= 5v"
If PP5VR3V3_SW_LCD is always present, LCD should be recognized.

Some other values make me worry about LCD assemble; try known good one.
