Does it start in SMC bypass mode?

Post SMC_ADAPTER_EN, PM_BATLOW_L, PM_RSMRST_L.
Trigger SMC_ONOFF_L and see if get a drop pulse at PM_PWRBTN_L.
If not, check PM_DSW_PWRGD, PCH_DSWVRMEN and all (4) RTC signals.

Resistance between pins 17/18 and 27/28 of the ISL normal? Must have been corrosion elsewhere all the normal culprits apply SMC U1900 U1950 BIOS and it?s traces/resistors etc

I was able to turn on once in what I think was SMC Bypass by holding power down for 10 secs then releasing and hitting power again. (It was no chime and no light on mouse) got fan spin and 1.8v on vcore. I have not been able to get it to turn on again. This being a 2015, does need to have battery plugged in to it to turn on? Please clarify how to get into SMC Bypass please on this particular board so that i can rule it out, and move on to the measurements you asked for...

17/18 , 27/28 is right where it should be.

Press power button, connect charger and maintain pressing 5-10s...

On ISL6259.

Measure mentioned signals with board in off state.
We need to see which signal blocks the board to start.

SMC_ADAPTER_EN 3.412V
PM_BATLOW_L - 0.036V
PM_RSMRST_L - fluctuates 3.1v - 3.2v
PM_PWRBTN_L - 3.407v, goes down to 0.357v when SMC_ ONOFF_L is triggered.

Update with 60W Genuine charger - PM_BATLOW_L stays between 2.298v and 3.301v

I was using a genuine 85W Apple charger. My mistake, sorry.

No change with different charger unfortunately...

New measurements -

SMC_ADAPTER_EN 3.412V
PM_BATLOW_L - 3.315V
PM_RSMRST_L - Fluctuates - 3.12 - 3.14V
PM_PWRBTN_L - 3.408v, goes down to 0.353V when SMC_ ONOFF_L is triggered.

PM_DSW_PWRGD - 3.412V
PCH_DSWVRMEN - fluctuates between 2.3V and 2.5V

I dont have a scope to give signals, sorry.

No o-scpoe needed, just DC voltage...

Check if PM_SLP_S4_L pulses at least, at the same moment.

PM_SLP_S4_L pulses .907V when SMC_ONOFF_L is triggered.

RTC_RESET_L - 3.250V

PCH_SRTCRST_L - 3.250V

PCH_INTVRMEN - 2.760V

PCH_INTRUDER_L - 1.85V - 1.89V

This board powered up for me when I first came in this morning. Now it wont of course.

Are you sure?
That is too low...

First check R1301.
If OK, put quality flux and heat PCH.
You may have luck and there is just some crap underneath.

PCH_INTRUDER_L - (1.9V to 2.1V)

Though R1301 looked fine and measured correctly, I replaced anyway, now getting 2.2V

PPVCC_S0_CPU pulses when I first plug in the charger.

Tried the flux under board with no success

Since you led me to PCH_INTRUDER_L I noticed that the TP next to the CPU\PCH was slightly burnt. I tinned the pad but still no success.
(I know I should have noticed this sooner but if you hadn't led me there I wouldn't have known.)

With the burnt TP I'm guessing PCH is done...

Hi - Got PCH_INTRUDER_L up to 2.490V, still nothing. The voltage isn't steady. Sometimes when I take the measurement it goes to 2.8V sometime 2.2V. Either way no fan spin.
