820-3208 no green light no power

Post SMC_PM_G2_EN, 3V3_S5, 3V3_SUS, S5_PWRGD, PCH_INTRUDER_L, PCH_INTVRMEN, PM_BATLOW_L.
Does it start in SMC bypass mode?
Did you try known good LIO board and flex?
Check SYS_ONEWIRE circuitry on the LIO board.
Use 820-3057 LIO board schematic as refference..

Disconnect LIO flex and keep only 5 pins power cable connectd.
MLB should start automatically, when carger is connected.
PM_RSMRST_L stays high?
Check for drop pulse at PM_PWRBTN_L when SMC_ONOFF_L is triggered.

Check if PM_SLP_S4/3_L pulse at the same time.
If yes, check which S3/0 voltages try to appear, or pulse at least.
