You have a bad contact on SCL, or something affects SDA line.
The issue can be SMC, U7000, or battery connector (corrosion).
Remove U7000 first and check if readings are similar; let the board to cool down, before measuring.
If still bad, put good flux and reflow SMC.
If no result, try reballing it.
Change it, as last option.
Be aware of battery connector; clean it as best as possible.
I ran board through ultrasonic and put back together only to find out i got 1.1v on ppbus - still got green light when i press power it light flashes off
