820-4924 Boots but no fan spin

This one was liquid damaged, the keyboard backlight connector was the only visible damage, apart from that it boots fine, but no fan spin.

Measured Q6060 it has:
Pin 1 - 3.37mv on gate
Pin 2 - 3.3v on source
Pin 3 - 3.37mv on drain

Swapped it out but same measurements.

R6061 is good.

What should I be getting on SMC_FAN_0_CTL ?

Is that true? Every other machine I have worked on, the fan starts with POST. Anyway not the issue here, I thinking SMC_FAN_0_CTL should be higher and my SMC maybe the issue.

Newer machines only spin up when warm.
