820-00239 - Not Powering up. PP20V_USBC 5.19V

Hello gents. This board came in with no power. No sign of liquid spill or corrosion. All i'm getting is 5V on PP20V_USBC and the below measurements.

PPBUS_G3H - 0.090
PPBUS_HS_CPU - 0.090
PPBUS_HS_OTH5V - 0.090

PP3V3_G3H - 3.4 but pulses down to about 0.2v then back up to 3.4. same wit PP3V3_G3H_SMC.

Any suggestions on where next to check. I'm still getting familiar with the 2016 up boards.

Same on all USB-C ports?

R7020 voltage pulsing?
Diode mode to ground at F7000?
And what about BUF_SMC_RESET_L?
 
PP20V_USBC is also pulsing down to 0.
Yes all USB-C ports, R7090 are pulsing 5 to 0.

Diode mode to ground at F7000 - 0.43
BUF_SMC_RESET_L also pulsing 0 to 3.4

Very very likely you have a bad CD3215. Diode mode all 3.3 1.8 inputs for each CD3215. A trick I like sometimes is injecting 3.3 volts into PP3v3_G3H to see if there is any current draw. If so, usually it?s one of the CD3215s
 
PP3V3_UPC_XB_LDO - 0.496
PP3V3_G3H - 0.33
PP1V1_UPC_XB_LDO_BMC - 0.49
PP1V8_UPC_XB_LDOD - 0.47
PP1V8_UPC_XB_LDOA - 0.5

Above values pretty much the same on all 4 chips.

Injected 3.3 on PP3v3_G3H, resulted in a current draw of 44mA.
 
Sorry for the late response. I've been out of town.

So i removed R7020 and D6902. The pulsing on PP20V_USBC has stopped.

I'm also still waiting on a couple CD3215 chips to arrive.
 
So i put all the components back in and noticed, F3000 is the only fuse that doesn't pulse and stay at 5v. So FB201, FB200 and F3001 all pulse when i power their usb-c ports.

Does this mean the 3 CD3215 are all bad?

After changing the CD3215 from the port that was steady, the pulsing stopped. But still only getting steady 5v on all ports now. Wondering if these chips I got from China are any good. Thought I would save some money but I?m going to buy some locally to confirm that the chips are DOA.

These new boards make us crazy.
I saw people reporting working boards on 2 from 4 USB-C ports.
So we never can confirm 100% which should be the state of all 4 ports.
