820-3332 - Wont turn on

No liquid damage.
I have all the rails, however, the LB wont turn on.
Here is a couple measurement:


PP5VS5 = 5V
PP5VS0 = 5V
PP3VS0 = 3.3V
PM_SLP_S3_L = 3.3V
PM_SLP_S4_L = 3.3V
PP3V42 = 3.39V (close enough?)

U7950
Pin 8 = 3.3V
Pin 1 = 0.20V
Pin 5 and 7 = 0V

Which other big coils have voltage?
Any pulse at ALL_SYS_PWRGD?

If you get (some) S0 voltages, board turns on.
Not working, is other thing...

smc_adapter_en = 3.36v
smc_reset_l = 3.36v

l7220 = 5v
l7030 = 12.57v
l7330 = 1.34v
l9830 = 1.05v

What about L7630, L7720/70?
Also check (at least pulse) at L7510/20/30.

l7720 = 1.8v
l7720 = 1.5
l7510/20/30 = 0.02v

There is your problem.
For this reason ALL_SYS_PWRGD stays low.

Do you get CPUVCCIOS0_EN?
If yes, post U7600 voltages.
I not, check R/C7981.
