PCH doesn't start power on sequence if no RTC signals present.
Post U1900 volatges.
Be aware at C1910, many times gets corroded.

Resistance to ground on PPVRTC_G3H? You're going to have an issue with that line causing no power most likely. Could be U1900 or a short.
