820-00244 20V, 1,4A charge but doesn't not start (a1534 12" Macbook)

HI, I'm brand new here with repairing motherboards, and I got stuck while having 20V and 1.4A charging on the USB-C amp meter but no start. removing battery shows 20V, 0.5A which seems for me the MUX is working. No visual impacts on the motherboard, no liquid, no damage. any glue what are the first steps?

Probably bad CPU.
Is better to refuse all these boards directly.
You can try to reflow entire board into IR oven, but no warranty at all.
