HI,
This MB looks very good , no sign of water damaged. Green/ orange light but not turn on
S5_PWRGD: 0v
DSW_PWRGD: 3.4V
PM_RSMRST_L: 3.2v
ADAPTER_EN: 3.4V


ppvcc_s0_cpu 0v
ALL_SYS_PWRGD 0v
SYSCLK_CLK25M_X1 .6v
SYSCLK_CLK25M_X2_R 0v
U1900 pin 12: 0v
Pin 1: 3.3V
Pin 5: 3.3V
Pin12: .45V
Pin 13: 3.4V

Also:
Pin 3: 0V
Pin 4: .4V

Any help please.

Are you really sure???
Check the note on page 59.
PM_DSW_PWRGD requires S5_PWRGD presence...

Second value looks correct, but when we can trust you?

Post PM_BATLOW_L and 3V3_S5/SUS.
Trigger SMC_ONOFF_L and check for drop pulse at PM_PWRBTN_L.
If yes, check for pulse at PM_SLP_Sx_L signals.
Check al (4) RTC signals.
Did you try SMC bypass?

Dont know how to check RTC signal.
SMC bypass no luck.

My BV shows PPVRTC_G3H should be 6.3 but actualy got 3.3, the first one 0 V was wrong. This board looks very clean overall.

PM_RSMRST_L good?
If OK, then looks like PCH issue.
You can try heating it to 180-200 degrees using quality flux.
Any history available?

Could still be SMC which blocks PCH reaction.
Is the last thing you can try before trash the board.
I remember someone reported to solved same behaviour changing it...
