Hello,
I have this board, water damaged, no power

PP3V42_G3H 3,4
PPBUS_G3H 12.59
PPVRTC_G3H 3,3
PP5V_S5 5
PP3V3_S5 3,3
SMC_RESET_L 3,36

PM_SLP_S5_L does have a ~3.2V pulse when first hooking power up. the pulse lasts about 20 milliseconds,

I soldered a wire on SMC_ONOFF_L and I touched to the ground
PM_PWRBTN_L and PM_SLP_S5_L don't react at the same time.
PM_RSMRST_L is high

If you cannot catch a drop pulse at PM_PWRBTN_L when trigger SMC_ONOFF_L, should be a SMC issue.
As always for water damaged boards, I recommend to start reballing SMC.
Do you get steady high PM_SLP_SUS_L?

yes i have PM_SLP_SUS_L

PM_PWRBTN_L drop when SMC_ONOFF_L shorted
SMC replaced no change

Check traces and components around SMC.
Also inspect entire board for corrosion.
Did you try to start in SMC bypass mode?

The board trying to start but it stop,
normally it consume 0.01A but suddenly it jump to 0.20-0.30A and to come back to 0.2
I can't find broken traces it is clean

"PM_PWRBTN_L and PM_SLP_S5_L don't react at the same time."
That is impossible, if the board tries to start.
You've also said
"PM_SLP_S5_L does have a ~3.2V pulse when first hooking power up"
Does it happen only when connect charger?
No reaction of any PM_SLP_Sx_L signals when trigger SMC_ONOFF_L signal?

sorry, I was wrong.
PM_PWRBTN_L react when I short SMC_ONOFF_L
PM_SLP_S5_L get high every ~10 sec for 20ms, but no reaction when I trigger SMC_ONOFF_L

Then you have pulses at PM_SLP_S3/0_L too.
VCORE tries to appear?
Also check if all voltages from page 63 pulse; one power rail may be shorted to ground.

"Did you try to start in SMC bypass mode?"
???

Any pulse at pins 7 & 3 of U1950?
You can also try a known good BIOS file.

002 in diode mode means 4-5 ohms and could be good value for VCORE.

"check if all voltages from page 63 pulse; one power rail may be shorted to ground."
???

Pay atention to 5V filter caps for audio...

PPVCC_S0_CPU 0.3ohms
on page 63 all signals are pulsing and nothing shorted to froung

"Pay atention to 5V filter caps for audio..." where is this cap, sorry i am still learning
