Do you arrive to boot on a external good system?
Do you have the cursor? if yes.
you can try that in single user mode (CMD+S):

/sbin/fsck -fy

/sbin/mount -uaw

rm /Library/Preferences/com.apple.loginwindow.plist

rm /private/var/db/.AppleUpgrade

reboot

it's only booting in safe mode. So we can discard BIOS?? What can make macbook stuck in normal mode but work in safe?

Did you try external SSD through USB, disconnecting internal one?
You should have an USB test OSX.

Try PRAM reset.
Clean ME, if no change...

Well, it's not EFI, it's not even logic board. I have exactly same macbook and excahgned the board from mine (working) with customer (stucking). after a minute my board stopped working in customers macbook case. One by one i checked all external connections and finally it's display or display cable blocking system.

How is that possible?

And even if there is way display can block computer ( its not connection loose because it stop recognize HDMI, why in safe mode it doesnt happen?

Yeah, i Know but, it's has nothing to do with LCD cable, right?

Finally changed it and it's working for 20 minutes already without issues.

Retina display has a dedicated I2C bus for backlight control.
I can only suppose the video cable blocked somehow the communication; because of leakage maybe.
