What about PM_SLP_SUS_L and 3V3_SUS?
Post PM_RSMRST_L, PM_PWRBTN_L and SMC_ONOFF_L levels.
Work with board alone on the desk, no other cable/device connected.

PM_SLP_SUS_L - 3.33V
3V3_SUS - 3.33V
PM_RSMRST_L - 3.03V
PM_PWRBTN_L - 3.42V
SMC_ONOFF_L - 3.4V
nothing connected except board, fan, I/0 cable, I/o board

Remove LIO flex, until you get fan spin.

Trigger SMC_ONOFF_L and check for drop pulse at PM_PWRBTN_L at same moment.
If yes, then check for pulse at PM_SLP_Sx_L signals too.

PM_PWRBTN_L pulses
PM_SLP_S5_L pulses
PM_SLP_S4_L pulses
PM_SLP_S3_L pulses
PM_SLP_S0_L pulses

stil no fan spin

If you get pulse at PM_SLP_S4_l then S3 voltages should pulse too.
Also must get pulse at S0 voltages, if PM_SLP_S3_L pulses; maybe not the CPU ones.
Check if any voltage no pulse at all, or short to ground.
Also check for pulse at ALL_SYS_PWRGD.

Try to start in SMC bypass mode too...
