820-2530 blinking green light

I'm kind of stuck with this old 820-2530 board. When plugged in the light on the charger is blinking.
PPBUS_G3H i fluctuating between 3.5V and 11.5V, at least this is what i can read on my multimeter. I guess something makes the charger start and stop.
It does not run on either battery or charger.

Current sensing resistors measures fine.
If I remove F7000 or R7008 the blinking slows down.
If I remove both F7000 and R7008 I get solid green light and PPBUS_G3H is 12.5V.

There is no short to ground om PPBUS_G3H.

I have measured resistance to ground on both PPBUS_G3H and PP3V42_G3H and they are both very high.

I have replaced U7000.
I have replaced both Q7020 and Q7021.
I have replaced C7008.

I do need some pointers now, I feel I'm looking in the wrong place.

Yes, ISL6258, DCIN fluctuates as well, so as long as I get the blinking, nothing else seems stable. VDD and VDDP fluctuates as well

It was Wine damaged, but there was only slight corrosion around the audio chip as far as I could tell

Nothing, when a fully charged battery connected I get 11.96V on PPBUS_G3H but it won't start. Battery indicator shows nothing.

If the SMC is running and the BIL is good then it should show battery level. Check SMC_RESET and 3V42 and SMC_ONOFF.
 
Checking SMC_RESET at R2072 pin 2 i get 0v checking SMC_ONOFF at R5170 pin 1 I get 3.42V

What is the BIL? also you said "check 3v42"

Checked ppv3v42_G3H at C5003 pin 1 3.4v C5009 pin 1 3.42V
Checked SMC_BIL_BUTTON_L at R5181 pin 1 3.42V
