820-2936 - 3 beeps

Any idea why I might be getting 3 beeps on an 820-2936 board. One beep when I pull RAM. 1.5V is on MEM_RESET_L and L7330. 0.75V line is present. CPU Vcore is giving me 1.15 volts like there is no RAM installed. Using known-good RAM in top slot only. I saw no sign of liquid-damage. Not sure what else I should be looking at.

I feel great shame. I didn't try the bottom slot. It works. I've never witnessed a bad top slot only, only bad bottom slots. Still don't know why the top doesn't work but obviously this changes things a lot. Any ideas what could cause a top slot to not work? Visually, everything looks fine.
