You need many more voltages present, to get ALL_SYS_PWRGD.

Any history available?
Do you get any S3/0 voltage, at least pulsing?

PCH_DSWVRMEN, PM_RSMRST_L , PP3V3_S5, SMC_PM_G2_EN, S5_PWRGD, S5_PWR_EN, all 3.33V
but P5VS3_EN, P5VS3_PGOOD is 0V
what else to test?

Please, use capital letters only when needed.
Equal height letters, doesn't make the post easier to read!

Check PM_PWRBTN_L, SMC_ONOFF_L and all PCH's RTC signals (4, at page 12).
Trigger SMC_ONOFF_L and check for drop pulse at PM_PWRBTN_L.

PM_PWRBTN_L , SMC_ONOFF_L , are 3.34v

PCH_SRTCRST_L , RTC_RESET_L are 3.3v

PCH_CLK32K_RTCX1 is 0.43v

PM_PWRBTN_L drops to 0.36v when SMC_ONOFF_L triggered

Even if you ad RTC clock, which is not I asked for.
What about PCH_INTRUDER_L and PCH_INTVRMEN?
Are not both in the same RTC block of PCH???

Check if any PM_SLP_Sx_L signal pulses at same time with PM_PWRBTN_L, when trigger SMC_ONOFF_L.

PCH_INTRUDER_L 3.04v , and PCH_INTVRMEN 3.23v.

PM_SLP_S5_L , PM_SLP_S4_L , PM_SLP_S3_L PM_SLP_S0_L none of them pulse when i trigger SMC_ONOFF_L
stay at 0v level .

In this case, your problem is PCH (CPU) related.
It gets the signal from SMC, but doesn't reply.

PCH_DSWVRMEN, PM_BATLOW_L are present?
Be sure to use original 60/85W Magsafe 2 charger.
Some people complain this board didn't start without both charger and battery connected.

yes exactly true must both be connected.
it works fine but i replace both 7100 and 7501

Glad to hear is solved.
I didn't face with this issue myself; all 4924 boards I worked on, booted on charger alone.
