Did you stop at PM_SLP_S5_L?
Didn't note another signal, or voltage pulsing?

Try to start in SMC bypass mode.

In SMC bypass mode, did you stop in PM_SLP_S5_L???
Is it steady then?
You've said is pulsing in normal mode.

Trigger SMC_ONOFF_L and check for drop pulse at PM_PWRBTN_L.

BTW, do not quote an entire post, visible few centimeters above.

1) in normal mode PM_SLP_S5_L pulsing 1 second
2) in smc bypass mode PM_SLP_S5_L shows voltage during fan is spinning (several seconds)

PM_PWRBTN_L is always 3.3v even in normal mode.

"PM_PWRBTN_L is always 3.3v even in normal mode."
Don't you note a drop pulse at same time when trigger SMC_ONOFF_L, for sure?

when i am doing smc bypass process during this process fan is spining two times and stops and during this process PM_PWRBTN_L is always 3.4v not drops.

exactly to say my process: i have two wires soldered on smc_onoff_l and i am shorting this two lines and connecting charger and already have multimeters probes on pm_pwrbtn line. after 10 seconds i am detaching wires and macbook is starting fan spining 2 times and pm_pwrbtn viltages getting 3.4v and its always same not drops

So board makes only two attempts to start.
AFTER that (without disconnecting charger), chaeck PM_PWRBTN_L, when trigger SMC_ONOFF_L.
