Install/upgrade newer OSX (El Capitan) on it. 2015 models cannot boot older systems. You can just install El Capitan without formatting it to preserve the data.

It normally gets pulled down when you close the lid. The sensor is in the lio board thats why duke says you should try with another one. But if thats not the case then in more rare situations it could also be the trackpad (or ipd connector/cable) or SMC or C4835.

On the other side of the board than you are looking right next to the fan connector. The board view file is also showing it on that side. It is an error in board view... Same component (Q5660) shows up on both sides of the board.
No it's not turning on. It only started this one time doing the chime boot loop but after I turned it off it did not starts again.
