    Figure out why no PP3v3_G3H first is it shorted to ground? Just fair warning, these ALWAYS end in dead CPU at some point, so it could have a faulty CPU as well or a CPU that fails weeks after you fix it.

    Double check that measurement. If it's 17 volts, then Q7030 is shorted. Replace the ISL6259, Q7030, Q7035, and Q7055 at the same time and see what results it yields.
