    12.13 is too low regardless. SMC_RESET_L voltage? If 3.3, then likely bad ISL6259 or bad SMC. If low, figure out why.

    Yeah please make your post more clear on what is wrong. Also, I will warn you these always end in dead CPU at some point, so be aware of that.

    Freeze spray might help detect heat. In such case, check for shorts on PPVRTC_G3H, and PP3v3_SUS as well. If all shorted, trash this. If no, then inspect for short near the SMC it could be pulling 3v42 down
