8.2 off the charger means the SMC is not running. Sounds like possibly corrosion under the SMC or on the JTAG connector. Any history liquid drop etc?

If 12.96 on just the charger, that is a little high. Might be worth replacing Q7130 and Q7155 with the ISL6259 at the same time to see if any change. Also check resistance between pins 17/18 and 27/28 of the ISL6259 first.

Don't have one. If you're talking about the intermittent backlight fault, it appears to be an issue when the CPU gets too hot it shuts off backlight. We saw about 30+ at once for the same issue tried multiple different things (coils, diodes, filters, etc.) and nothing seemed to fix the issue.

Very likely the CPU is dead. When those fets short, they send 12 volts to the CPU. The dropout issue is only if the board is randomly shutting down not if PPBUS is directly shorted to ground. This sounds like an RIP.

Reflow the SMC. If no change, likely bad SMC or bad ISL6259. My guess is crap under SMC causing issue and reflow will fix it, but hard to say.

What voltage do you have on BKLT_EN? This sounds like an issue with LED Driver soldering or possibly feedback line on the front side of the board.

You CAN replace the SMC MUST come from an identical donor board. So you need to pull one from an 820-00165 donor board.

You very likely have a bad SMC PPBUS should be 8.56. Try a new SMC

You MUST use OEM 85 watt MagSafe 1 and 2 chargers. Bench power supply is not the best idea imo

Check for a short on PP3v42. Inspect all components near the SMC.

Your CPU got 13 volts and is dead RIP.
