Removed that row of caps and the diode mode reading is .062. When I remove F5200/01, I get 12.27v on PPVBAT_AON_CHGR_REG, however when the 2 fuses are placed back on, I get 7v. Something is pulling the voltage down.

This board never chimed at all. The only thing that comes to mind is the onboard RAM may be the problem area. I have decided to call it quits on this repair but I sincerley really appreciate your ongoing help and support.

I went back over the mosfets, I was originally having lots of problems with Q5240 and sure enough you were right, pins 1 and 2 were shorted, I replaced this mosfet. I got the 28v on the magsafe and all is booting up! Thank you very much!
