When I remove F5200/01, I get 12.27v on PPVBAT_AON_CHGR_REG, however when the 2 fuses are placed back on, I get 7v. Something is pulling the voltage down.
This board never chimed at all. The only thing that comes to mind is the onboard RAM may be the problem area. I have decided to call it quits on this repair but I sincerley really appreciate your ongoing help and support.

This pad in the pink circle was completley gone because of corrosion. I ran a jumper wire from a trace it was once conncted to which has continuity to U1950 pin 2 after I ran that jumper wire to R1945 pin 2. All continuity is present. I ran some flux under U1200 just in case any corrosion but...
I went back over the mosfets, I was originally having lots of problems with Q5240 and sure enough you were right, pins 1 and 2 were shorted, I replaced this mosfet. I got the 28v on the magsafe and all is booting up! Thank you very much!
Yes, I am not finding any kind of short. I took the following measurement for voltage.
R5700 no voltage
c5702 no voltage
r5711 no voltage
r5712 no voltage
P3V8AON_VSENSE no voltage
PPVIN_P3V8AON yes voltage 5.259

PP1V2_S3 in diode mode shows .166. It is supposed to be .182. Is that too far off?
PPVDDCPUSRAM_AWAKE is .398 which also looks off, I do however get .8 volts here.
