This mac gets about half way through boot up and seems to get stuck. Never finishes boot up. I resoldered U8900 and then replaced it. Checked components around it. All seems like it should be good there. I can't get ASD to run nor will it boot up in AHT. It will boot into windows from external drive.

Looks like bad GPU.
Windows boots, because doesn't load GPU driver.
It will crash probably if you try to install GPU driver under Windows.
We have a hardware mod posted on the forum, to disable GPU for this board.

ASD EFI/AHT may not boot if the board received Mojave BootROM update. ASD OS may encounter the same issue booting as macOS.
macOS typically won't boot if there's an Intel ME issue, while Linux or Windows will work perfectly fine. Under Windows' Device Manager you might see an issue with Intel ME.
You could try a clean ME, or even a full known good dump with clean ME. Additionally the ME Disable Strap can be an issue in some rare cases.
