Liquid damage,
Board diddnt look bad few small spots of corrosion but the ultrasonic brouht it up like new,

Plugged in the charge to test with just logic board on desk and instantly noticed a LOT of heat coming from the wifi card connector socket, then spotted this.


No lights on the charger at all, looks like this is shorted, is this a replaceable part? Or should I try and remove it and see how the board responds?

Remove J3501, probably shorted to ground on 3V3_S4 pin.

Removed J3501, still no sign of life, no fan spins no lights at all on charger, advice on where to go from here please?

3V3_SUS doesn't look good.
Check PM_RSMRST_L and PM_PWRBTN_L.

PCH is suspect then.
Check PCH_DSWVRMEN, PM_DSW_PWRGD, PM_BATLOW_L and the 4 PCH's RTC (DC) signals.

PM_DSW_PWRGD = 3.41v
PM_BATLOW_L = 3.32v

4 PCH's RTC (DC) signals I presume you want?
RTC_RESET_L = 3.31v
PCH_SRTCRST_L = 3.32v
PCH_INTRUDER_L = 2.91v
PCH_INTVRMEN = 3.18v

Then must be internal PCH problem.
It doesn't send out PM_SLP_SUS_L.

Try heating PCH die, adding quality flux underneath too.
