820-00165 fan on max rpm

Cant find any liquid. There was some repair done around R6061 so there was some issue with SSD - tested another SSD and SSD is visible.

Fan runs at max RPM immediately after power on.
Board + DC board only still same issue so dont think it is linked with trackpad and ASL.
Mac is not laggy. In iStat 'CPU System Agent Core' show correct temp but after a few minutes 0 degree and then still shows correct temp.
Tried SMC reset/bypass and still the same.

Any idea?

Missing ALS wil not affect fan speed.
Missing trackpad will increase fan speed after10-15s, not from moment zero.
Fan spins to max instantly if the board starts in SMC bypass; be sure SMC_ONOFF_L is steady high.

What is the exact PPBUS_G3H voltage (w/o battery)?
Start in diagnostic mode, to see if any error pops up.

Just in case, try clean ME BIOS.

PPBUS_G3H no battery 8.58V
PPBUS_G3Hbattery only 7.41V

Diagnostics:
There may be an issue with the fan: PPF003
There may be an issue with the camera NDC001 (camera works, but ASL is not working - can change keyboard backlight even in very bright room or torch - checked with another lid and still ASL issue)

With disconnected camera the same issue (instant fan on max rpms)
Diagnostics with the same error codes.
