820-00165 No Image/Chime No USB

So I have another 820-00165 with no image. PP3V3_ SUS is 3.3V. I'm getting voltages on coils. The CPU on this board does get warm but I get no USB activity what so ever. Board is on bench with nothing else plugged in.

I get 1.8v on vcore. Will post back with results of tests of all power rails. Have not tried new bios.

I got 3.3V on both PLT_RESET_L and PLT_RST_BUF_L.

I checked every rail from pages 57, 58 & 62. All are present. the only thing "missing" was for PPHV_S0SW_LCDBKLT which I assume is not present due to the board not posting. I am going to reflash BIOS next...

Pretty sure BIOS is corrupt. I have 4 more 820-00165 boards and the Medusa can copy bios to it but the board in question got stuck at 67% and then I tried it again and it won't even start. At that point do you just take a known good BIOS from another board with the same model number and then just change serial, FSYS and ME region?

Tried to clean original ME, did not work. Medusa gives me error. Will try normal programmer.
