Board had small liquid damaged repair long time ago on backlight circuit (fuse and LED driver has been replaced).
No new liquid damage/corrosion visible.

Missing CPU core voltage can be caused by various causes.
You should check for corroded resistors and traces first.
Check VCCST_PWRGD presence.
Heat PCH area with quality flux.
Also try known good BIOS.
