820-00165 pulsing twice no power

[No-Clean]

Clean board, all S4, S3 and S0 rails including VCORE pulse 2 times before board shutdown, after that all S5 rails remain present and all other ones above that stay off.

U7100 pins 17-18 and 27-28 resistance is correct.

SMC bypass does the same thing.

Clean BIOS same thing.

Re-balled SMC just in case and same thing.

Looks like CPU problem.
Just in case, check all SPI Bus Series Termination resistors and traces.
