Had a similar problem with an other MBP. The issue here was a faulty BIOS/SPI Flash IC. You can try to flash a known working BIOS binary.

Probably dead CPU, as all A1534 boards end in same way.

Did you test for USB activity at least?
Known good BIOS is worth to try.
 
I don't have a donor board for this guy. am i replacing the bios chip or just flashing it?

customer just wants data at this point? if bad cpu should i try to reflow it to get the data?

usb mouse: i get initial red flash, but nothing after that

You should test with USB macOS pendrive, with Link LED.
If LED flashes, there is 100% USB activity.
If not, no real reason to search for video; board doesn't really boot.
 
I don't have any pen drives that have led lights, but i connected my owc ssd adapter and has a light.
