820-01041 loud fan not botting

[No-Clean]

Clean board, already tried reviving T2 it works and it looks like it finishes but machine never shows image or boots.

Fans turn to max after about 1 minute, trackpad clicks.

SSD voltages are present.
PPVCORE_S0_GFX_PH1, PPVCORE_S0_GFX_PH2, PPVCORE_S0_GFX_PH3, PPVCCSA_CPU_R present

PPVCC_CPU_PH1, PPVCC_CPU_PH2, PPVCC_CPU_PH3, PPVCCGT_CPU_PH1, PPVCCGT_CPU_PH2 missing

This one seems above my pay grade, any help is appreciated.

My question first.
Do you really expect different readings on 3 coils tied together?
Don't waste time in the future, in such manner.

Board can't boot, if no VCORE present.
There could be CPU, or PCH problem.
Do you get voltage at L1701/02 and L8102?

L8102 0.9V
L1701/02 1V

More probable bad CPU.
Test the board alone on the desk.

No history, board alone on desk was also tested and no luck, CPU heats up but no activity.
