820-01521 Stuck on Apple Logo

Problem: When booting, only Apple logo displays, and stays this way, occasionally you will get a error where you have the power off watermark in the background saying the computer rebooted because of a problem, and to press any key to reboot or it will reboot itself. So it reboots but remains on the Apple logo.
Problem found: After isolating, I found that when disconnecting the screen, the computer boots up perfectly on an external monitor, but the moment I plug the screen back in, the same Apple logo problem occurs. I swapped the LVDS cable, still same problem, I swapped out the screen, still same problem, so the issue has to be somewhere on the board.
When I examined the board, I saw capacitor C7144 standing up in the air on pin 1. I have never seen this before, but the computer was taken to another repair shop before me so who knows what they did.
I replaced the capacitor. I did do a diode mode reading on this capacitor (CPUGT_SENSE_P_RC) 1.764. OpenBoardData says it should be O/L. This wouldn't have anything to do with this would it?
What should I be looking at next?
