820-01700: No powering up (fan spins with battery)

Have this unit that isn't power up. The fan will spin and slowly ramp up until it fully ramps to max speed. This only happens with the battery. Without the battery, the board never powers up or doesn't pull any current. With battery connected, current draw is present. History on this board is it had corrosion buildup at and around U7100, U7700. Ran through ultrasonic clean and it looks good again. But still having the same no power issue (fan still spins with battery)

Any suggestion?

What happened if both battery and charger are connected?

BTW, fan spins on battery without pressing power button?

Do not expect miracles.
Liquid spill around U7100, could mean dead CPU...

What happened is both battery and charger are connected? Fan will spin when power button is pressed. I can also shut it down by holding on the power button and the fan stops spinning until i press the power button again.

BTW, fan spins on battery without pressing power button? It won't spin unless i press the power button to turn it on, then it starts to spin until it ramps up to max speed

Make sure you are using a 96w charger. The 87w charger is not powerful enough for the board to turn on. Yes i'm using the 96W charger.

Do you get voltage at all coils?
Compare CPU voltages with good board.

Just in case, try revive/restore in DFU.
