820-3024-b no powering up

I have problem here. Board 820-3024-b no powering up. I have 8.4v on PPBUS_S5_HS_COMPUTING_ISNS not sure what to do next. any help?

PP5V_S3 is coming high at least for a split of a second???? Water damage??? Any history about the reason of the fail???

no water damaged. guy in one of shops fitted screen with battery connected and short motherboard. PPBUS_S5_HS_COMPUTING_ISNS is only 8.4v

I have short on PPCPUVCCIO_S0_REG . r7641 pin 1 short. removed c7623, c7648, c7649 still sort on pin 1 r7641. also i removed R7642, C7640, R7641 still short. any idea?

Uhm that means the board is powered up! Is a USB mouse lighting up when plugged in? Is there an image on the screen, check with flashlight.

when i press power button usb mouse lights up so looks like is powered up but fan is no spinning even i changed for another one and screen is black. i used light behind screen and is not showing anything.it was job from another shop who was trying to change screen for new one. and this is new screen fitted. is that mean is different emc number screen fitted?

L7510 : 0.001v
and there is 5.15v on pin 1 of fan connector J5600
this screen is brand new with stickers on it but i never try another screen . even that fan should spin when even screen is not connected

There is a voltage missing. I bet ALL_SYS_PWRGD is low. If it is then it is up to you to find which voltage rail is missing.
