there's a bit of high pitched noise around u1800 or its back near smc, i couldnt pin point the exact noise
I have tried replacing u2700, u7770 and u7780..
I tried replacing component where the various pulled down rail gather, but still dead
any advice ?

Remove first Q7950.
If still low, start removing R7963/4/5/6 and R7901, one by one.
Keep in place R7967.

r7966 pulled and fan spin, all_sys_pwrgd 2.6v, VCORE 1.1v, but still no usb activity, fan start to spin fast after a while, pch doesnt feel warm enough to indicate that its working
should i placed back resistor r7963-5 ?

ALL_SYS_PWRGD is pulled down because you have problems on some power rails.
You must fix these problems to continue.

Both 1V5_S0 and 1V8_S0 come from 3V3_S0, which has incorrect level.
First check diode mode to ground on this line.
And post voltages for Q7812/30.

You should change Q7823.
I cannot understand how can you get the same voltage at pins 2/6 and 5/3 of Q7812...

q7823 ? i changed q7812 and q7822 both, but now macbook doesnt have fan spin at all, even tho i changed both again.
i checked, I have pp5v_s5 5v
pp3v3_s5 : 3.3v
no pm_slp_s4_l , so i checked
ppvrtc : 3.3v

I meant Q7830, sorry.
Fix PM_BATLOW_L and PM_DSW_PWRGD; check S5_PWRGD.

Check your work and be sure to use original 45/60W Magsafe 2 charger.

i have changed q7830 too
i have changed smc, but still doesnt have pm_batlow_l , because i don have pp3v3_sus.. smc_batlow_l is 2.9v

Something went wrong with SMC reballing, or other thing.
You've lost the voltages mentioned on first post.
So check and re-check your work...

owh sorry, there's a mistake probing
q7812 pin 3 and 6 is 3.3v, else is 0v
im absolutely sure in my smc reballing tho..

If S5_PWRGD is high and still no PM_DSW_PWRGD, you have SMC problem; note on page 62.
Be sure R5092 is good.
You may need to replace SMC...

Ooops, I missed that sorry.

You had S3, even S0 voltages.
Something happened in the process repair, if you lost all them.
If only you worked on the board since then, re-check your job.

PM_BATLOW_L is pulled up inside PCH.
SMC can only pull it down, via SMC_BATLOW_L; and is not the case now.
Probably PCH has been affected by heat.
Reheat using quality flux, trying to burn eventually accumulated crap.

Check again RTC signals.
PCH_INTVRMEN_L looks very close to lower limit...
