This Mac has been in contact with liquid, a region where the u8005 component and resistors are, which has undergone major oxidation. Replaces oxidized components, but I have no success.

Voltage:

3_S5 / SUS = 3.34v
S5_PWRGD = 3.4V
PM_DSW_PWRGD = 3.43V
PCH_DSWVRMEN = 3.07V
SMC_ONOFF_L = 3.23V
PM_RSMRST_L = 3.33V
PM_PWRBTN_L = 3.43V

PCH_INTRUDER_L 2.05V
PCH_INTVRMEN 0.08V
PPBUS_g3h 12.59V
All_SYS 0v
RTC_REST_L 0.08V
SMC_ONOFF 3.39
PM_SLP_SUS_L 0V, with pulse.

"PCH_INTVRMEN 0.08V
--------
RTC_REST_L 0.08V"
Start fixing these.
Unfortunatelly, you didn't mention PCH_SRTCRST_L; could be bad too.

I bet for corrosion under PCH, as PCH_INTRUDER_L is also lower than expected.
Replace first R1302/03; may need to replace C1303 too.
If still low, heat PCH area with quality flux.
