820-4924 ALL_SYS_PWRGD not present

Hi, I have this board with no all_sys_pwrgd, the voltages and values of the resistors around Q8150 are ok, but I still get .700v at PIN 5 and 8 and acording to me the correct value should be 1,07. at PIN 1 Q8150 I get .690v which I think is good enough.
Already removed 1 by 1 the resistors from R8164-69 leaving R8167 in place and all_sys_pwrgd doesn´t comes high.
what am I missing?

Q8150 is a redundant protection, not really needed.
Check the board removing it.

0.7V is fine on the base of the BJTs inside Q8150.

Once Q8150 out of board, start removing the other resistors (one by one) from ALL_SYS_PWRGD.
Be sure R8167 is good.

When I removed R8168 the board whent to .600A, so the problem should be on U7400 right?

Do you get correct C7440 voltage?
