Only S5 power rails appear before pressing power button; when charger is connected, of course.
S4/3/0 voltages require to start the machine with power button.
As you get stable S3/0 voltages, S4 ones shouldn't pulse, must be steady high too.

S5 state MUST be achieved once charger is connected; no matters board is on, or off.
Because you have stable S3/0 voltages, but pulsing S4 voltage from U8000 output.
The other S3 and S0 voltages present?
