A1707 - EMC3162 No chime, No display

It's not starting up, But the fan is running, No chime, No display, or No backlight
Could someone please help me with the schematic and board view?
 
I could find the 820-00281 schematic, As per this schematic and board file here is the voltage values
All the readings are using the charger after disconnecting the battery connector. After disconnecting the battery it consumes a total 1.47Amp current at 19.7V.

CPU core should drop from 1.05V to 0.6V aprox, when board really boots.
Did you try knwon good BIOS?
PLT_RESET_L comes high?
Any history fault available?
 
I have removed the board, it is 820-00928-A, I could see some areas are a little dirty and a bit corroded. Please find the video attached. Does anybody have a schematic and board view for this particular model?

 
I could find the schematic and board file, Sharing it in the same google drive above.
The corrosion is around U3900 (DDR4) , and U3100.
 
When I test board separately , L7211/21/31 all these voltages stays 0V.
Same time PLT_RST_L stays HIGH (3.3V). CPU is heating UP (Heat is keep increasing)

You've said 1V at L7211/31; which is actually state?
PLT_RST_L shouldn't go high, if no CPU core voltage present.
