Apple Cinema Display 27" A1407 - wont charge

Hi all.

Got Cinema Display 27 A1407.
Display wont charge MacBook.
Checked voltage on the DC plug and its 0V.

Any idea how test cable and PSU?
PSU PA-3251-3A2 614-0510

Display works fine when plugged via Thunderbolt but wont charge.

Is the 6.77V correct?
