Do you get 3V3_S5/SUS?
Trigger SMC_ONOFF_L and check for drop pulse at PM_PWRBTN_L, at same time.
Check for pulse at PM_SLP_S4_L at same time.
If detected, try starting in SMC bypass mode.
If detected, try starting in SMC bypass mode.
Be sure no pulse at all.
Check triggering SMC_ONOFF_L several times.
If still not detected, there is something wrong on PCH side probably.
Check first if PM_RSMRST_L is steady high.
Check triggering SMC_ONOFF_L several times.

Check other signals expected by PCH; PM_DSW_PWRGD, PCH_DSWVRMEN, PM_BATLOW_L, SMC_ADAPTER_EN.
